A quorum was present.

of Minutes
Bill
Steele presented minutes of March 13th meeting. Rashad
Amiri moved and Mike Darienzo seconded that the minutes
be approved as read - Motion approved. Minutes for the
October 12th meeting held at King County Emergency Management's
EOC were also presented for approval, as a quorum was
not available for the Bellingham meeting.
Both sets of minutes were adopted by acclamation.

of Financial Report
Tim
Walsh presented an overview of CREW's finances. As of
the end of the 1st quarter, and closing out the 2001
FEMA grant, EMS-2001-GR-3078
(extended through March, 2002), CREW's finances were
as follows:

Amiri moved and George Crawford seconded that the report
be approved as read - Motion approved. Attached to the
minutes is a copy of the finance report prepared by
Tim for inclusion in the minutes.
Tim also reported that CREW received notification that
permanent, non-profit status was granted by the IRS
as a 509 A1 corporation. This means, among other things,
that all donations to CREW including dues are tax-deductible.
CREW had been operating with temporary non-profit status.

Business:
Small
Business Video Project Report, Jerry Gardener
The Small Business Video Project Team (membership below)
met twice to discuss the production of a ~ 10 minute
video targeting small business owners in the Cascadia
Region. The video's objective will be to motivate this
very busy audience to take some time to plan for disasters
with a focus on protecting people (employees and customers),
assets (structure and inventory), and business continuity.
A storyboard and budget will be developed for the next
quarterly meeting.
EPICC
Report Doug McCloud, BC Hydro and EPICC Chairman
Doug Reported the EPICC (Emergency Preparedness for
Business, Industry and Commerce Council) centered in
Vancouver, BC, has organized four subcommittees for
Leadership, Communications, Education, and Projects.
They have produced publications including "Fifteen
Steps for Preparedness", and "Emergency Planning
for Businesses", a forty page booklet. EPICC is
also a partner with CREW in the development of a the
Cascadia Subduction Zone Earthquake Scenario.
EERI
Seattle Fault Scenario Project Don Ballentyne
Don Ballentyne ABS Engineering reported that the Earthquake
Engineering Research Institute (EERI) is developing
a Seattle Fault Earthquake Scenario. Partial funding
of this project has been obtained and EERI would like
CREW's participation. A committee has been formed to
work with Don and help scope the project. The committee
will report back with recommendations at the next Directors
meeting in September.

Forums - Coordinating Venue, Program and/or Speakers.
CREW held two small business forums scheduled to coincide
with the opening of the Burke Museum traveling exhibit
"The Big One, Earthquakes in the Pacific Northwest".
The Dalles, OR workshop and on held in the Pacific County
Courthouse in Westport WA each drew about 35 attendees
including policy makers, business people and educators.

Bob
Freitag announced proceedings for "The Business of
Earthquakes" conference including copies of all PowerPoint
presentations has been published on CD Rom. All attendees
will receive a copy by mail. Others wishing copies should
contact Bob at bfreitag@mindspring.com.
Videotapes of selected presentations are also available
for $30.00.

Nominations and election of Board Members
A
slate was presented to the board. This slate included
the existing board with the exception that two new nominees
- Joan Scofield and Claudia Ellsworth, replaced George
Huston one of the founding members of CREW, and Bruce
Binder on the slate. Mark Darienzo moved and Tim Walsh
seconded that we approve the amended slate of nominees.
Motion approved.
b)
National Earthquake Conference for 2004: CREW has
been invited to participation on the organizing committee
for the 2004 National Earthquake Conference. The conference
is being sponsored by WSSPC-CUSEC-NESEC-CREW-FEMA-USGS
and will be held in 2004 in St Louis. CREW will be asking
members for volunteers to help with conference.

EERI Scenario Involvement: Lead - Don Ballantyne,
Bill Steele, Dave Swanson, Stacy Bartoletti and Woody
Savage

Web Site Development: Ella Elman, who serves as
the CREW web master, present several alternative Web site
formats. A committee was formed to provide direction to
her work of revitalizing the web site and expanding the
information offered there. Staff lead - Ella Elman:
Board Members: Scott Baylor, Tripp Robinson, Bill Steele
and Farshad Amiri.

IBHS "Showcase State" proposal. Bob Freitag
presented a proposal from The Institute for Business and
Home Safety that CREW take the lead in creating a "Show
Case Region". Oregon is already an IBHS Showcase
State. Washington Emergency Management was and suggested
that it be a major topic at October meeting.
f)
Seattle Project. Ines Pearce described project
activities and introduced Patty Julio who is working for
CREW and assigned to assist with Seattle Small Business
Project. (See Old Business)
g)
CREW Fall Quarterly Meeting Program Planning: (Wednesday
October 2nd Hillsboro, OR) -- election of 0fficers. Leads

CREW "Round Table"
Bob
Zimmerman led a roundtable on businesses need for information
during and following disasters and their need to develop
strategies for response and recovery. Panel members included:

Marten, Strategic Advisor for Seattle Emergency Operations
- Michael
Loehr, Operations Program Advisor for King County
- Ken
Parrish, Washington State Emergency Operations Manager.
- Karin
Zaugg, Seattle Chamber.
As
a result of the June 5th "roundtable" CREW decided
to create an ad hoc Small Business Resumption Work Group.
A Problem statement was offered, Membership was solicited,
a model was suggested and issues were identified.
a)
Problem Statement: Similar to government, businesses
need information during and following disasters in order
to plan their own strategies for response and recovery.
Currently, there is no process for facilitating such information
flow.
b)
Small Business Resumption Work Group Membership:
Lead: Bob Zimmerman. Members: Rob Johnson, Craig Weaver,
Claudia Ellsworth, Karin Zaugg, Michael Loehr, and Steve
Marten.
c)
A Model: Those attending the June 5 meeting suggested
that an entity might be created. This entity, we'll initially
call a "Business Information/Resource Center"
(BIC) for a better name, may (be):
- Located
outside of the Government EOC
- Housed
within the larger Chamber of Commerce's such as the Seattle
Chamber.
- Involve
local Chambers
- Connected
to and share information with County/City EOCs
- Structured
to receive information, analyze information, distribute
information and work problems
- Resemble
an Emergency Support Function for the Economy (Federal
Response Plan)
- An
advocate for economic interests.
d)
Issues raised at the June 5th CREW meeting:
- Need
for a template for King County
- Need
a standardize way to approach problem
- Need
for an Information Management
- In
King County a Plan must tie into the King County Regional
Plan and incorporate the:
o
Four centers in county
o 3-zone coordination center
o 4th being King county
- Any
approach must recognize the federal Response Plan - ESF
for the Economy.
- Problems
with access to information.
- Businesses
needs to collect information and be able to set priorities
- Problems
(Information and resource needs that cannot be resolved
by Business could go to the EOC
- The
Clearinghouse example offered by the Oklahoma City Chamber
may offer an example
- Their
could be a phone number that businesses could call for
information
- Their
could be a web based clearinghouse
- Look
at Y2K for a blue print
