Minutes of the CREW Spring Business Meeting - "Colleges Enter Emergency Management Field"
Held at the Bellingham at the Port Authority Boathouse
March 13, 2002

10:00 AM Spring Business Meeting

1. Call to Order: Bob Zimmerman called the meeting to order at 10:00 a.m.

2. Welcome and Introductions: Bob Zimmerman gave a brief description of CREW's mission, goals and current activities.

3. Minutes: No quorum to approve minutes. Minutes will be read and approved at a subsequent CREW meeting.

4. Financial Report: Will be read and approved at subsequent CREW meeting.

5. Report on CREW Conference held on November 27th and 28th of 2001. Bob Freitag gave an overview of the conference, saying that four reoccurring themes throughout the two days:

  • The Nisqually earthquake was not "the big one", but was what people in the region have come to expect every 30 years or so.
  • The risk reduction actions being taken by the business community appear to be the result of increased worry from the sum total of the many events that have recently affected the region.
  • Those business risk reduction programs that were successful were balanced and comprehensive taking advantage of all phases of emergency management.
  • Partnering may offer opportunities to reduce vulnerabilities that are otherwise outside of a business's control.

6. Bob also mentioned that the videotape of significant presentations from the conference should be available the beginning of April.

7. Scenario Project Status - Bob Zimmerman gave a brief update and description of the Scenario Project. Craig Weaver was volunteered to give an impromptu presentation using Linda Noson's slide presentation.

8. CREW Work Program - Bob Freitag went over the 2002 Statement of Work. He explained the various activities that CREW is involved in so that the educators in attendance could become more familiar with CREW.

NEW TOPICS

  • " Terry Simmonds lead a discussion on the need for a longer-range plan for CREW. Businesses, both small and large, are always looking for mitigation tools that they can use. We discussed that the best thing to do may be to try and identify what toolkits are currently out there and how we can make them available to businesses.
  • " George Crawford told the group about a July 15-18 USACE Cascadia tabletop exercise that is being planned. We may want them to use our Scenario for the exercise. Oregon, Washington and British Columbia will all be participating. The tabletop is being held in Seattle at SeaTac. More information to come.

Afternoon Program

The afternoon program addressed educational opportunities in emergency management available, being developed or being considered by northwest educational institutions. About 20 educators were in attendance. Each presented their respective programs and questions were asked.

  • Clover Park Technical College - Developing AA and certificate program.
  • Lower Columbia College - Considering the development of an AA program
  • University of British Columbia - Offer specialization and doctorate in emergency management
  • University of Washington - Offer an area of specialization in hazards mitigation
  • Washington State University - Offer comprehensive distant learning curriculum in emergency management
  • Western Washington University - Developing master level distant learning curriculum in emergency management

Those attending felt that they could learn from others and informal networking opportunities were discussed. E-mail addresses were exchanged. The following representatives and institutions were present:
