2. Approval of Minutes

Stacy Bartoletti presented minutes of the August 24, 2005 meeting. Vaughn Mason moved and Judy Van Swieten seconded that the minutes be approved. Motion approved.

3. Financial Report

Tim Walsh presented the financial report. As of September 31, 2005 CREW had total assets of $39,395.06 ($13,455.25 in checking, $2,985.12 in savings, $22,954.69 in receivables, and no outstanding invoices). Stacy Bartoletti moved and Steve Charvat seconded that the financial report be approved. Motion approved.

4. Project Team Reports

a. Business/Homeowners Risk Reduction (Ines Pearce) - Home Retrofit Program had second of five Home Depot events in Tacoma. Director of Economic Development in Tacoma attended and was very interested in the event. Everett, South Center, and Kent are next. Recent hurricanes have significantly increased interest in Home Retrofit.

Seven of Nine chapters in the Disaster Resistant Business Tool Kit are now complete with the text and last two are in progress. The document will look at disaster planning in a comprehensive way. The committee will be reviewing the text only version by mid November with a more widespread second level review to follow later. Pearce suggested that CREW may be able to identify some volunteers for second level review. Fred Savaglio noted that his feeling is that there is a great amount of interest in individual/home preparedness following the recent hurricanes.

b. Emergency Management Organizations (Dave Spicer) - Pacific Peril has been on hold with recent disasters and the next meeting has been moved to November. Pacific Peril will include a Cascade Earthquake with tsunami on the coast. The CREW scenario will be the basis for the exercise. Focus will be on the ability to deliver mass relief and emergency shelter.

Blue Cascades will also be using the CREW scenario as a basis and will deal with recovery and not just response. The event is sponsored by PNW Economic Region and will be held on March 2nd.

c. Web Site (Ella Elman) - Elman reported that there is new content on the front page of the web site. The search page is working. She is looking for volunteers to help go through content of various sections and revamp as needed. Pearce, Nosen, and Zimmerman all volunteered to look at content with Elman.

d. Scenario Development (Benioff within Portland Area) (Gail Dreckman) - Dreckman had no update. It is expected that Craig Weaver will have an update at the next CREW meeting.

e. Professional Community Involvement (Andre LeDuc and Stacy Bartoletti) - Le Duc requested that people send him updates on upcoming events that are broad based and cover the backgrounds of the group. He will prepare a list of events for the next meeting.

f. Cannon Beach Project (Andre LeDuc) - LeDuc had an initial meeting with Cannon Beach that had great government representation and participation. There will be a community forum at the end of January or start of February 2006. The Cannon Beach Project is proposed to have two outputs. One will be a Cannon Beach Case Study looking at immediate response, mid term response, and long term response and the other will be a report on how to put together a Case Study forum that can be used by other communities.

g. National Earthquake Conference in 2007 (Craig Weaver) - No updates.

h. Speakers Bureau (Bob Freitag) - Bill White reported that there will be and EPPIC event (11th Annual Forum) February 27 through March 1, 2006 in Vancouver. There was a discussion on the need or desire for CREW to participate. Bill will report back to CREW on needs.

Tim Walsh and Bob Freitag will be speaking at the Are You Prepared conference at the Seattle Center.

i. Grants Committee (Andre LeDuc) - No updates.

j. Quarterly Meeting Program (Joan Scofield) - Freitag reported for Scofield. Plan is to have next meeting at OSU in Corvallis and have part of the meeting look at the Tsunami Wave Research facility on the campus. Thursday January 19, 2006 was agreed as the date.

5. New Business

a. Election of CREW Officers

The following slate of officers was nominated:

President - Bill Steele nominated Bob Zimmerman.

Vice President - Judy Van Swieten nominated Bill White (Bill White declined for this year). Bill Steele nominated Gail Dreckman.

Secretary - Steve Charvat was self nominated.

Treasurer - Andre LeDuc nominated Tim Walsh.

Stacy Bartoletti moved and Fred Savaglio seconded to close nominations. Motion passed.

Bill Steele moved and Woody Savage seconded to accept the slate of candidates. Motion passed.

b. Role of CREW in Winter Olympics:

Bill White reported that BC has not yet started to look in detail at Emergency Management. The structure is being put into place.

Kelli McReynolds gave an overview of the BC Provincial Emergency Program organization for the 2010 Olympics. In 2007 exercises will begin and there may be some role for CREW.

6. Afternoon Program:
