CREW Spring Quarterly Meeting Minutes

10:00 AM Business Meeting:

Bob Zimmerman called the meeting to order. A quorum was present.

1. Welcome and call to order:

  • Meeting was called to order by Gail Dreckman.

2. Approval of minutes

  • Minutes were read by Gail Dreckman. Tim Walsh moved and Fred Savaglio seconded that the minutes be approved as written.

3. Financial Report -Tim Walsh

  • Total expenditures to the first quarter equal $10,601.00

4. Project Team Reports:

  • Business/Homeowners Template and Web site

    The Disaster Resistant Business program tool kit has been edited and should be out for review before our next meeting. CREW has provided support for editing the document and configuring it for use on the Web. (Freitag reported for Pearce)

    Discussion: CREW can put the CD on their web site also. Businesses will be able to compile a 4-5 page report on their hazard vulnerabilities. IBHS tool is only available to members but Inez could talk to Diana McClure to gather information on pitfalls that IBHS learned when developing their tool. The Business Survival Kit includes the IBHS tool but it is not interactive.
  • CREW's role in support of Emergency Management Organizations
    Objectives to guide the revision of this part of the CREW web site were read. A draft set of recommendations should be available for the Fall CREW meeting to review. This committee has lost some members due to post-9/11 priorities and we are looking for new members. CREW could do more co-hosting of workshops and participating in projects with other professional organizations. CREW should focus to ensure the right information gets to the right people who need it.   • CREW/DOGAMI Draft Scenario and EERI Seattle Fault Scenario

    A draft document was distributed and comments were received. It was recommended that the document be revised so that it could be more easily distributed and reviewed. Such a copy should be available for distribution in a couple of weeks. Also this draft will be placed on the CREW web site in PDF format for comment. (Clarke reporting)

    Discussion: James Bela spoke against using a PGA map due to difference in structures, frequency, etc. CREW members involved in earlier development assured him that the subject had been rigorously discussed and referred to engineers for feedback and serves the purpose of providing a broad brush picture.
    The EERI Seattle Fault scenario should available for distribution before September. (Freitag reporting)

  • Land-use Planning and "Just in Time" Projects

    As a result of CREW's support of the EERI scenario, an issue involving "Just-in-time" inventories was highlighted. An article was written and distributed describing the issue. The article will be included in the coming WSSPC newsletter. Also this may be a critically under addressed issue disserving more rigorous analysis. (Savaglio and Freitag reporting)

    Discussion: Examples demonstrating this issue were discussed. Group purchasing is a similar issue. Transportation should be included in the study process since it drives the corridor. CREW could study and then develop a package to address the issue. This is a complex issue with a suite of solutions and includes systems. The study should have a tight focus and limitations defined. This will be of interest to DHS, CDC leads crisis and vendor management issues. Bob suggested Fred lead this effort and suggested provision of $5,000 to $10,000 for the project.

    CREW sponsored two focus groups for land use planners. The conclusion of these groups was that land use planners appear to have the tools to address risk, but outside of flooding, do not know how to apply these tools to specific problems. (LeDuc and Freitag reporting)

  • Regional Coordination Project

    No progress was made to increase regional coordination. This will be an issue at our next meeting. (Dreckman reporting)

    Discussion: The Oregon Geology Workshop found that financial incentives and new regulations bring new problems, eg. who will enforce them? Solid fact is needed for regulations. One must look at successful awareness and focus on who and what needs to be addressed.

  • Speakers Bureau

    Several speaking requests were honored during the last quarter. These included presentations to a Kobe delegation, within PNWER and PEP. (all attendees reporting)

  • National Earthquake Conference

    CREW is on of the four chairs, hosing this National Conference. About 8 members of the Board are planning on attending. Those present asked the Executive Director to survey those attending to see if they want to hold a Board meeting at the conference. (Freitag reporting)

  • Web Site

    The Web site is being continually revised and all present were asked to help improve the site. It was suggested that we spend some attention to see how we could make better use of the "Forum". Possible issues include forgetting passwords and the fact the forum is "pull" and not "push". But we need to explore what more of the members' reasons are for not using it. (ACTION - discuss at next meeting). It was also suggested that PowerPoint's presented at this and future meetings be placed on the site. (Freitag reporting)

  • Fall Quarterly Program Activities (Scofield)

    CREW is involved in many projects. While this is good, we may need to focus our efforts. It was suggested and approved that our next meeting be devoted to the development of a strategic plan, that we break small groups and that we invited a professional facilitator. Chris Jonientz-Trisler offered to contact Kathy Burke of DHS.

    It was suggested and approved that our next meeting be held on October 13th at the Port of Seattle.

5. New Business

  • CREW work plan and projects (Develop protocols for NTHMP States Involvement of Land use Planners, Just-in-time Inventories.

    It was approved that CREW provide funding to document the "'just-in-time" vulnerability - to put some numbers behind the assumptions. (Fred Savaglio would be the Board's point of contact) (funding estimate 5 - 10 thousand dollars)

    It was approved that CREW provide funding to develop the products necessary to allow the land use planning community to realize their potential in reducing risks for earthquakes. (LeDuc will be point of contact) (funding estimate 5 - 10 thousand dollars)

  • Board Elections

    The proposed slate of members to the Board of Directors for FY 2004-2005 recommended by the CREW Support Team was presented to those attending the meeting

    Board approval usually occurs at the Summer Quarterly meeting, however those present at this meeting felt that there was not sufficient representation from those active in CREW and asked Freitag to administer a poll via e-mail. (Dreckman reporting).

Recent Seismic Activity Update:

  • Tim Walsh updated CREW members on the recent seismic activity in Canada
  • Lou Clark updated members on the continuing seismic activity occurring in the Lakeview, Oregon area.

Roundtable: Presentations and discussion of issues surrounding Tsunami risks and risk reduction opportunities were presented by
1. Tim Walsh, WDNR - Inundation and evacuation maps.
2. Lynn Smith, Seaside EM - Reducing Economic Impacts due to false alarms -- new tools.
3. Tyree Wilde, Warning Coordination Meteorologist, NWS -communities earning Tsunami Ready rating
4. Chris Jonientz-Trisler -- Tools from the National Tsunami Hazard Mitigation Program.

These agenda items were not isolated presentations but elements of a roundtable discussion let by Andre LeDuc and Gail Dreckman as moderators. We are building tools, understanding and recognizing the hazard of tsunami. Next steps: How do we take this toolbox and make sure it is delivered? How do we help to make sure these tools are available to all who need them?

The moderators provided a framework for discussion through redefining the problem as:

What is the role of CREW in the area of Tsunami?
The problem was further defined as the need not merely for awareness but the need for behavioral change, and the need for capacity building.

Discussion followed concerning the difficulties involved in actually changing and measuring behavioral change.

It was suggested that CREW involve professional whose business it is to know how behavior is changed. This has been the issue of concern to the National Tsunami Hazard Mitigation Program since its 5-year review in 2001. NTHMP members suggested it would be great if CREW could help with this issue.

These could include:

1. Marketing experts
2. Sociologists and Psychologist and possibly
3. MSWs

These concepts will be fleshed out over the next few months and introduced in our CREW strategic Planning meeting in October. October 29 conflicts with several Board Members' commitment with the National Tsunami Hazard Mitigation Program Steering Committee meeting in Oakland, and October 12 is a Federal holiday (Columbus Day). Suggested location is Bellingham to accommodate the Canadians.
